Most likely a mistake when the NRHP Nomination form was filled out and submitted, this listing is actually in the Independent City of Winchester, but is officially listed in the Register as Frederick County. I guess the fact that it's the county courthouse despite not being in the county itself through the NRHP Nomination preparer off!
