OK, this is starting to be the boy who cried wolf. LOL

I was right the first time, it should be in the Independent City of Roanoke. Both Roanoke and Salem have NRHP properties named Monterey and both Salem and Roanoke are surrounded by Roanoke County, which caused my confusion.

Sorry, I posted that it should be in the Independent City of Roanoke, but I actually meant the Independent City of Salem.

This landmark is not located in Roanoke County, but is actually located in the Independent City of Roanoke.
