All of the towns along this stretch of the Lincoln Highway seem to have nearly identical water towers. Only one (that I've found so far) has a manufacturer's plaque, in Lowden, where it tells us the tank was built by Pittsburgh-Des Moines Steel Co. in 1915. This looks like a twin to the one in Lowden and Grand Mound, except for the blue top. Is is a Pittsburgh-Des Moines tank? I don't know - there is no manufacturer's plaque.
