The spiral staircase was built so that reporters for the Star-Clipper could enter the editorial offices of the newspaper, located on the second floor, directly without going through the rest of the building.

The arrangement is a bit rare, the staircase is freestanding with a reverse-spiral. (Think of a screw with a left-handed thread.) It is connected to the building with a bridge to a suspended platform.
