The Baltimore Express Toll Lanes (ETL) opened in 2014 to relieve congestion on I-95 (John F. Kennedy Memorial Highway) outside of downtown Baltimore.

The toll rates for the ETL vary depending on traffic conditions. Peak travel times (“rush hour”) will see the highest rates, whereas overnight hours will see the lowest rates.

The tolling is all-electronic - cash payments are not accepted. Vehicles without EZ-PASS or a compatible equivalent will have their license plates photographed and will be sent a bill in the mail. This “Pay-by-Plate” tolling is more expensive, however.
